Windber Borough Municipal Offices are located at 1401 Graham Avenue in the Old Train Station in the center of Miner's Park. The offices of the Borough Manager, Borough Clerk and Council Chambers are located here in the newly christened James M. DeBiase Municipal Building. |

The Borough of Windber is governed by seven council members and a Mayor who are elected by the voters. Council members are elected for four years and serve staggering terms so that at no time is a completely new inexperienced council elected. |
|
 |
|
Council members are vested with the executive and legislative powers of the Borough. They determine municipal policy, enact laws and the budget, pay bills, establish tax rates, appoint borough officials, etc. The Mayor attends and participates in all meetings, but votes only in case of a tie. |
|
 |
The Administrative Staff coordinates the daily operation of the various Borough departments. The Administrative Staff implements the policies and decisions rendered by the members of council.
